Cecil and Phyllis Pagel

As Alton's health deteriorated, Cecil assumed the position of President of Fourth Man Ministries.  Cecil is a Certified Chaplain with endorsements from two major Endorsing Associations.  He has a Counseling Degree with a MA-LCP (Licensed Clinical Professional) and an emphasis in Addiction/Recovery, Abuse, Life Adjustments, and Human Development.   He has ministered as a Chaplain and Counselor for thirty-three years both in the US and internationally.


Phyllis has overseen the office and administrative details of Fourth Man Ministries for the past twenty years.  She has home-schooled all five of the Pagel kids, along with overseeing the support group that was based out of the church that Cecil pastored from 1980-1989.  Phyllis has a degree in Education from UT in Austin and from Great Commission Seminary.  She taught at a Christian Private school for six years in addition to home-schooling for 20 years.


For the past twenty-three years Cecil and Phyllis have devoted much of their time to their mission work in Romania.  Cecil makes many trips each year to work with his Romanian staff and oversee the projects that are funded through his ministry.  Phyllis often travels with him and assists with all administrative and partner relations work from the Texas office.

About Us

Alton and Allene were used by God to lay the foundation of this ministry.  Alton served as President and Elder from 1982-2012.  His vision lives on today through those who knew him and were under his training.  Like the lives of saints throughout history, more is imparted through their actions and character than is learned from their words.  

Cecil and Phyllis have been ministry partners and directors since the beginning, in 1982.  During these years, Cecil served as Vice-President and Phyllis served as Secretary.

Our Mission Statement

Alton and Allene Pagel are unknown in this world.  They did not leave behind a written record of their lives and stories of the hundreds of people that they touched.  If their memoirs were read, we would hear testimonies of personal sacrifices, surrender of wealth, positions, and power.  We would read about two earthly angels who devoted their lives to helping others.
